“The Constitution Court and the World Tipiṭaka”

Her Royal Highness Princess Galyani Vadhana Krom Luang Naradhiwas Rajanagarindra, the Elder Sister of His Majesty the King and the Honorary President of the World Tipiṭaka Presentation Worldwide, in 2005 (B.E. 2548), has begun bestowing the World Tipiṭaka in the Roman Script, the world's first complete International Council Edition in 40 volumes, as a royal gift to international institutions in various countries around the world, by presenting an inaugural set to Sri Lanka. This gracious and meritorious act has brought much joy and attention from countries around the world.

The Constitutional Court is an important national institution with the judicial power according to the Constitution, the supreme law of the Kingdom. The Constitution Court began its function on April 11, 1998.  In 2003, the Justices of the Constitution Court became aware of the World Tipiṭaka Project and have participated as a patron to the important work of publishing the World Tipiṭaka in the Roman Script. This project also follows the printing of the Siam-script Tipiṭaka Edition by King Chulalongkorn Chulachomklao of Siam in 1893 (B.E. 2436).

As mark of honour and great auspices of the Constitution of Thailand, the institution of great importance that functions as the helm of legal justice bolstering democratic principles as well as rights and liberty of Thai citizens, the Constitution Court, therefore, respectfully requested the 40-volume World Tipiṭaka Edition from Her Royal Highness as a Royal gift to be presented to and preserved at the Constitution Court of the Kingdom of Thailand, setting an instituional framework for the Constitution Court to function with virtue according to the ideal of the Constitution. It is hoped that the promotion and protection of the rights and liberty of the Thai people is to be carried out in accordance with the Law of Dhamma as written in the Pāḷi Tipiṭaka so as to create true justice and happiness for the nation, in line with our Great Sovereign Monarchs of the Thai Nation who have led, protected and governed the country with great benevolence and justice.

On August 15, 2005 (B.E. 2548), Her Royal Highness Princess Galyani Vadhana, the Royal Matriarch of Thailand, graciously presented the inaugural set of the World Tipiṭaka in the Roman Script to Justices of the Constitutional Court  of the Kingdom of Thailand in order to be preserved in the Constitutional Court of the Kingdom of Thailand in Bangkok until now.

The Constitution Court profoundly acknowledges the utmost importance of the World Tipiṭaka that has been bestowed to its institution by Her Royal Highness. The Royal Gift of Tipiṭaka also represents the gift of justice for all those who act upon one another in accordance with the Law of Dhamma in the Tipiṭaka, whichever nationality, rich or poor and whatever situation they are in. Thus it is a universal justice that is above race and national identity, as stated in articles in the Constitution that guarantee justice to all in the Kingdom of Thailand.
